Clarity launch: approval responsibilities

During the launch period, outbound recommendations require the assigned director’s approval. Preparing a recommendation does not authorize releasing it.

Please keep the original request and supporting information attached. Clarity will display the responsible owner and time pending.

Requests to remove the pending-time display are configuration changes, not approvals of the underlying recommendation.
